Cultural History:
  • In 1996, the Chiayi County Cultural Center was established, with the mission of promoting cultural and art activities in the county. In 1997, Mr. Hsu You-ren was appointed first director of the center.
    Encountering hardships and difficulties in the beginning, with grassroots determination, Director Hsu endeavored to promote the cultural polices of the central government, sponsor national arts festivals, community construction, and more. Holding major activities, such as Hsin Kang International Community Children Arts Festival, Meishan Cultural Season, Budai Arts Festival, and more, he made Chiayi famous among the arts and literary circles in Taiwan.
  • On December 2, 1999, the Cultural Center was transformed into the Culture Bureau of Chiayi County, with Mr. Cheng Mu-yi as the first director.
  • On January 16, 2002, Mr. Chen Shen-san was appointed as the director of the Culture Bureau.
  • On July 1, 2003, its organization was modified. The Culture Bureau of Chiayi County was reorganized into the Culture Bureau of Chiayi County Government, with Mr. Chung Yong-feng as the director. During Mr. Chung’s office, with the Arts as Environment Tropic of Cancer: A Cultural Action on Tropic of Cancer, he continued to promote arts and cultural activities in local communities. Sowing the seeds of arts in communities, he prepared the venue for the establishment of the Southern Branch, National Palace Museum.
  • In January 2008, it was reorganized into the Department of Culture, Chiayi County Government. Mr. Chung Yong-feng continued his office as the director until December 2009.
  • On April 1, 2010, Ms. Kang Wen-ling, a senior journalist as the director. Inter-departmental and cross-institutional communication functions were added. Ms. Kang’s office ended on July 31, 2011.
Tourism History:
  • On July 1, 2003, the Tourism Bureau of Chiayi County was founded, with Mr. Huang Chen-hai as the first director.
    Following the order of Magistrate Chen Ming-wen, Director Huang fulfilled Chen’s political opinion of “promoting tourism.” Starting from the most important natural resource of Chiayi-Alishan, he endeavored to promote the chimneyless industry in Chiayi. In addition, he also dedicated to integrate the coastal resources to complete the featured resources of Chiayi County – mountains, plains, and the sea. Connecting these areas successfully, it was possible to actualize Magistrate Chen’s vision to transform Chiayi into a major tourist spot.
  • On December 31, 2005, Mr. Hung Yao-fu was appointed as the director, who planned to build quite a few of bikeways in Chiayi County, transform Dongshi Fishermen’s Pier into a sightseeing resort, and more. He also sponsored the huge summer gala – Chiayi County Dongshi Summer Festival in 2006 and 2007 respectively, renovated the landscape of the Tropic of Cancer Solar Exploration Center, upgraded mountain trails, and more. In 2006, he held the Alishan Sunrise Impression Concert and endeavored to sponsor the Taiwan Lantern Festival 2007 with great success.
  • On August 9, 2008, Mr. Chung Ming-shi was appointed as director, who dedicated to perfect the tourism structure in the county.
Cultural tourism:
In order to develop tourism and show the depth of cultural heritage, create time-delay tourism opportunities, increase local business opportunities, contribute to the local . Therefore, it is necessary to integrate, reduce, and merge the two institutions – culture and tourism. On August 1, 2011, the Culture and Tourism Bureau of Chiayi was established, with Mr. Wu Fang-ming as first director.

On August 1, 2016, Mr. Hsu You-ren took over as Director.Mr. Hsu You-ren, who has worked in the Ministry of Culture in the central government for many years, with complete experience in promoting the World Heritage, preserving the culture of military dependents’ villages, conducting regional projects, promoting the cultural industry and assets, and contributing in the amendment of the Cultural Heritage Preservation Act, as the director. After Magistrate Hsu Yo-Jen took over the magistrate of Culture&Tourism Bureau, he held the Asia concert in National palace Museum Southern Branch which has invited Adam Tamara, a world-famous musician, to perform in Chiayi to enhance the wonderful life for all Chiayi county citizens. More over, Magistrate Hsu also held the 2018 Taiwan Lantern Fest in Chiayi. By doing so, he has lit up Chiayi county’s culture and tourism and created a beautiful prospect..

On December 25, 2018, Chang-Liang Weng has been sworn in Chiayi county’s new county magistrate and appointed Hsu Yo-Jen to the Culture&Tourism Bureau of Chiayi county. Magistrate Wen brought up some new policies of culture and tourism and it must bring Chiayi county’ culture and tourism a new highlight.
